Professor John Chesshire OBE - Day 1 Conference Chair

John is a member of the Government’s Sustainable Energy Policy Advisory Board; Chairman of the Energy Efficiency Partnership for Homes; and Deputy Chairman of the Government’s Fuel Poverty Advisory Group (England). He is Chairman of the LGA’s new, independent Climate Change Commission. He is now an Honorary Professor at SPRU, University of Sussex, where he led the energy policy programme for over a decade, and chairs the Advisory Board of the Sussex Energy Group. For 22 years he was a Specialist Adviser to several House of Commons select committees. He has been a Visiting Professor, City University, London; and an Associate Fellow, Environmental Change Institute, Oxford University. He is Patron of ecsc (Energy Centre for Sustainable Communities); a past Chairman of Eaga Partnership Charitable Trust and of the National Energy Foundation; and a past President of the Institute of Energy.

A graduate in Environmental Policy, Oliver has been the lead officer on domestic energy efficiency for the London Borough of Camden since 1997, developing and managing its Home Energy Conservation Act (HECA) and affordable warmth strategies, as well as a range of sustainability and social inclusion initiatives. In 2002-03, Oliver was instrumental in Camden achieving Beacon Council Status for its efforts in tackling fuel poverty. Oliver also initiated and managed Camden’s WISH (Warmth, Income, Safety Health) Referral Scheme which was recently shortlisted as a finalist in the 2007 Municipal Journal Achievement Awards.

Since January 2007, Oliver has been seconded from his role as Head of the Housing Energy & Sustainability Unit to the Camden Strategy Unit, to help ensure that the new administration’s commitment to sustainability is translated into action across the Council.

A former Chair of the London HECA Forum and the London Energy Partnership Energy Efficiency Task Group, Oliver was elected Chair of the UK Home Energy Conservation Association in September 2006 and is also Deputy Chair of the Local Authority Group of the Energy Efficiency Partnership for Homes.

Paddy McIntyre was appointed Chief Executive in July 1999. He had been Director of Client Services since April 1995. Prior to this, he held the posts of Director of Information Technology, from January 1988, and Regional Director, South East from December 1984.

He has been involved in Housing Management since joining the Housing Executive in 1971, working as a District Manager in Londonderry from 1974 to 1978 and as Senior Principal Officer in the Housing Centre, Belfast from 1978 to 1984.

Noel Williams is the Head of the Energy Saving Trust (EST) in Northern Ireland (NI). His remit is to maximise the effectiveness of EST's programmes and oversee its long-term strategy in NI whilst addressing the damaging effects of climate change, reducing greenhouse gas emissions and tackling fuel poverty. He achieves this by working with consumers in the domestic and transport sectors, and by supporting distinctive programmes where necessary. EST funds NI’s only sustainable energy ‘One Stop Shop’ Advice Centre and maintains relationships with key NI partners such as Government Departments, NIE, Phoenix Natural Gas, NI Energy Agency, Firmus Energy, NI Housing Executive, the Oil Federation, Housing Associations and District Councils.

John Gilliland lives on the outskirts of the City of Londonderry. After studying agriculture in Scotland he returned to the family farm at Brook Hall Estate, on the banks of the River Foyle, where he has established a thriving agri-business demonstrating new sustainable and alternative land uses. He farms on both sides of the Irish Border and has won numerous awards for innovation and environmental advances in its farming practices.

John is Chair and a Director of Rural Generation Ltd, an R&D company, designing sustainable renewable energy and waste management systems using short rotation willow trees as a multifunctional tool.

From 2002 – 2004 John Gilliland was President of the Ulster Farmers’ Union and prior to that played an active role in managing the Foot and Mouth crisis where he was the liaison person between the agri-food industry and the Department of Agriculture.

John has represented the agri-business sector at numerous meetings with all levels of Government, the EU and worldwide economic bodies; in Copenhagen at the Heads of State Summit; in Luxemburg at the review of the CAP; and at the World Trade Talks in Cancun, Mexico.

In 2004, Gilliland was a guest of the South African Government, where he studied and debated their position in the current Doha Development round of the WTO and the issue of land redistribution and black empowerment. Also, he stood as an independent, cross community candidate in the last EU Parliament elections, in N. Ireland.

In 2005, having been appointed the N. Ireland Sustainable Development Commissioner, he was asked to co-chair the DEFRA, Rural Climate Change Forum, with Ian Pearson MP and participated in the Joint EU Agriculture and Environment Informal Council, under the UK Presidency.

Early 2006, John was asked to lead a Food Foresight exercise for N. Ireland, creating a collection of visions and R&D and Innovation priorities, needed to deliver this Industry to 2020. In June, having presented the N. Ireland Sustainable Development Strategy at the United Nations, New York; John was asked as a guest of the US State Department, and completed an International Visitors’ Leadership Programme on Sustainable Development, across the United States.

Having stepped down from the Agriculture and Environment Biotechnology Commission and the Northern Ireland Authority of Energy Regulation, he has many interests and concerns outside his own industry and is a member of the Northern Ireland Economic Development Forum, and a Commissioner on the Londonderry Port and Harbour Authority.

He plays an active part in his local community and is the main sponsor of the charity, the River Foyle Search and Rescue; chairman of the charity, Rural Support, providing a listening and signposting facility, for farm families and people in the Rural Community; and a Director of the charity, Action Renewables, set up to deliver the promotion of renewable energy in N. Ireland. In 2003 John was awarded an OBE for “Services to the Environment”.

In 2007 John was awarded an honorary Degree in the Doctorate of Science for his work with Agriculture and Renewable Energy, by the University of Ulster. This is to be conferred later in the summer.

John, forty two, is married and has three sons and a daughter, attending local schools. Interests include travelling, sailing and swimming.

Patrick Waterfield, a Chartered Engineer and Fellow of the Energy Institute, has been operating as an energy consultant in Northern Ireland for over 12 years, offering a range of services focusing on energy in buildings, including environmental and energy-efficient building design consultancy.

His role as a member of the NI Building Regulations Advisory Committee gives him an overview of current and forthcoming regulatory developments in the field of energy in buildings.

Having gained a Masters, from Cranfield and a Doctorate, from the University of Ulster, both focusing on low energy and passive solar design of school buildings, he now maintains his links with his research roots via editorship of the International Journal of Ambient Energy.

He is also author of the recently-published book “The Energy Efficient Home – a complete guide”, compiles the RSUA Practice Services Scheme Energy and Environment Section, is a guest lecturer at Queens University School of Architecture and recently became a BRE Associate.

Stephen Stretton studied Maths and Physics at Cambridge University, graduating with 1st class honours in 2001. After leaving university he moved into the mathematical modeling of risk, building a full suite of models to manage the large corporate loan portfolio at Barclays Capital.

In the last few years he has become increasingly interested in Energy issues and the risks from climate change and has completed a second masters degree, in Economics, also in Cambridge, specialising in these topics.

For two years he has been a member of the international non-profit organisation 'Environmentalists for Nuclear Energy', supported by James Lovelock CH FRS. Stephen was the main author for EFN's submission to the UK Energy Review and now coordinates the UK branch.

Diana Maddock has been a member of the House of Lords since 1997. She was Housing Spokesperson for the Liberal Democrats 1997-2005, and is a member of the European Union Select Committee.

Diana’s early career was in teaching. She taught in secondary schools in Southampton and at the Extra-mural department of Stockholm University.

Diana became involved in politics in the 1970s. She was a Southampton City Councillor 1984-93. On the Council, she led the Liberal group and had particular interest in housing and energy conservation. She was the Member of Parliament for Christchurch 1993-97. During that time, she was spokesperson for the Liberal Democrats on housing, the family and women’s issues. She also successfully piloted a Private Members’ Bill through Parliament which became the Home Energy Conservation Act 1995.

From 1998-2002 Diana Maddock was Federal President of the Liberal Democrat Party.

Diana is President of the National Housing Forum, President of the Micropower Council and President of the Anglo-Swedish Society. She is a Vice-President of the National Housing Federation, the National Home Improvement Council and National Energy Action. She is also a Trustee of the National Energy Foundation, the Wessex Medical Trust and the Richard Newitt Trust.

Diana Maddock is a Non Executive Director of Utilicom Ltd.

Brian Rowntree - Northern Ireland Housing Executive Chairman

Brian Rowntree was appointed Chairman of the Northern Ireland Housing Executive, with effect from 5 May 2004.

Mr Rowntree was previously Chairman of the Probation Board for Northern Ireland, and presently a Non Executive Director & Chair of Audit Committee of Armagh and Dungannon, Health and Social Services Trust, a Board Member of Armagh District Policing Partnership, and Chair of the Northern Ireland Chairs’ Forum (Public Bodies) and joint Chair of the Cross Border Public Chairs’ Forum.

Mr Rowntree was appointed Vice-President of Cecodhas in October 2006, and is President of the European Public Sector Housing Forum.

Mr Rowntree has been appointed Chair Elect of the newly incorporated Southern Regional College Further Education Grouping covering Lurgan, Portadown, Banbridge, Armagh, Newry and Kilkeel. He will formally take up the post of Chairman in August 2007.

Mr Rowntree has an executive background in taxation, finance, management development and strategic planning.

Mr Rowntree was awarded the CBE in June 2004 for services to criminal justice.

Richard is a Chemical Engineering graduate of Nottingham University who took nearly 10 years designing, constructing and commissioning chemical plants in the UK and America before deciding that he would really much rather do something more positive for the planet!

He is the founding director of Marches Energy Agency (MEA) the sustainable energy and climate change charity working with communities and organisations in the West Midlands to promote appropriate renewable energy, energy efficiency and clean transport and so create the climate for change. The Agency has been established for some 11 years making it the oldest such organisation in the UK.

Richard endeavours to direct the Agency to be passionate, professional, inclusive and honest; and to inspire, encourage and help others to use and produce energy more sustainably, whilst providing positive, enjoyable and rewarding work and volunteering opportunities. Something that he acknowledges is going to occupy him for a few more years yet.

With a background in engineering, Catrin has worked in sustainable energy since 1984, when she joined the Energy Conservation and Solar Centre, setting up an energy advice service for London tenants, and carrying out energy audits and pressure tests of social housing. She produced guides to recycling and draught-proofing, and co-authored the Heating Advice Handbook.

During the 1990s, Catrin assisted Birmingham City Council in developing sustainable energy aspects of inner city regeneration programmes, working with technical and community liaison staff and community groups over a period of several years, including developing energy awareness materials for use in literacy, numeracy and ‘English as a second language’ classes. She trained over 1,000 people in energy awareness, and advised and assisted several local authorities in the development of their first Home Energy Conservation Act strategies in 1996.

Catrin joined Severn Wye Energy Agency in 1999, overseeing its development as a dynamic and dedicated team of energy professionals, with a wide portfolio of sustainable energy projects and services. She has presented the agency’s work at international events such as the World Sustainable Energy days in Austria, the European Council for Social Housing in Greece, the Assembly of the European Regions in Sweden and European Commission conferences in Brussels and Italy. She was one of a team of four international consultants selected by the European Commission to research the work of European energy agencies in 2004. Severn Wye Energy Agency received the Ashden Award for energy efficiency for the Warm and Well programme in 2006

Catrin is an Oxford engineering graduate, with a Masters in Energy Resources Management, and a Member of the Institute of Energy.

Philip Sellwood has been the Chief Executive of the Energy Saving Trust since 2003.

Philip has an extensive commercial background in the Retail, Food and Private Equity markets. He spent twenty years with Marks and Spencer, joining as a graduate in 1977 and working in almost every part of the business. Amongst his achievements at M&S were the expansion of the £3 billion food business and the development of the innovative mail order and e-commerce activity. He left M&S in 2000 as Director of Group Strategy. Philip brings to EST strong retailing experience, most recently as Commercial Managing Director for the Thresher Group (one of Europe’s largest retailers, best known for its Thresher/Victoria Wine/Wine Rack stores), where he was responsible for trading, buying, marketing and the supply chain.

In addition to strong private sector experience Philip has demonstrated a real commitment to the public sector. During the last decade he has undertaken work with the DTI/Defra, for an educational charity and as a Ministerial Advisor at the Home Office. He is currently a Non-Executive Director at the Improvement and Development Agency – which works closely with the Department for Community & Local Government. Philip is also on the Editorial Board of Sustain magazine, sits on the UKERC Board and the Advisory Board of the National Consumer Council. He has been a member of several influential Government Task Forces, most recently the Energy Innovation Review.

Philip is 53 years old and has three children. His personal interests include wine and sport (especially cricket), food and the arts. He graduated from Nottingham University and has an MBA (Dist) from the University of Westminster. In addition he is a MBIM and a Fellow the Royal Society of Arts.

Dr Peter Passmore is a graduate of Queen’s University Belfast. He trained as a junior doctor in the Northern Ireland rotational scheme. During this period he was locum consultant and senior lecturer in Geriatric Medicine at The University of Sydney, Australia for 1 year from 1990-1991. His current appointment dates from January 1st 1993. Peter has a longstanding interest in management of cardiovascular disease in older people. As well as managing older patients with general diseases, he has managed the Stroke Unit. Peter is consultant in administrative charge of the Memory Clinic at Belfast City Hospital. Research interests include cardiovascular disease in older people, stroke and dementia. He has published widely on subjects ranging from cardiovascular pharmacology to drugs in older people. The main research interest is the clinical and molecular / genetic basis of Alzheimer’s disease, stroke, vascular dementia and behavioural disorders in dementia.

Since 1993 Peter has been a Board Member at BIH housing Association and has been Company Secretary and Chairman during that time.
