A graduate in Environmental Policy, Oliver has been the lead officer on domestic energy efficiency for the London Borough of Camden since 1997, developing and managing its Home Energy Conservation Act (HECA) and affordable warmth strategies, as well as a range of sustainability and social inclusion initiatives. In 2002-03, Oliver was instrumental in Camden achieving Beacon Council Status for its efforts in tackling fuel poverty. Oliver also initiated and managed Camden’s WISH (Warmth, Income, Safety Health) Referral Scheme which was a finalist in the 2007 Municipal Journal Achievement Awards.

In January 2007, Oliver was seconded to the Camden Strategy Unit to help translate the new administration’s commitment to sustainability into action across the Council, and since October 2007 has been the Interim Head of Sustainability.

A former Chair of the London HECA Forum and the London Energy Partnership Energy Efficiency Task Group, Oliver was elected Chair of the UK Home Energy Conservation Association in September 2006 and also currently chairs the Local Authority Group of the Energy Efficiency Partnership for Homes.

Having started my career as a trainee accountant with the former CEGB (Central Electricity Generating Board), I've now worked in the Energy Industry for over 30 years and during this time have held a number of Senior Management positions within primarily a retailing environment. GARETH BAYNHAM-HUGHES - Head of Climate Change Team, Defra

Gareth Baynham-Hughes is head of the Climate Change (Local and Regional Government) Team, at Defra. Gareth has recently returned to Defra after a succession of secondments taking him to the Foreign Office in London and overseas as well as the European Commission. Gareth has worked on sustainable agriculture and EU economic reform policy and was the UK’s fisheries attaché in Brussels for four years until February 2008 when he moved to his current post. He now has responsibility for the team that co-ordinates work relating to climate change and local and regional government. The team’s role includes policy responsibility for HECA and for the climate change mitigation indicators under the new local government performance framework.

Until September 2007, Brenda led the Lower Carbon Futures group at the Environmental Change Institute, University of Oxford. Since then, Brenda has been on sabbatical and is looking at low-carbon housing. In November she wrote Home Truths: a low-carbon strategy to reduce UK housing emissions by 80% by 2050. The research was undertaken for the Co-operative Bank and Friends of the Earth and is the basis of today's presentation.

Colin is an accomplished environmentalist, broadcaster and journalist, working for ITV Central as their Environment Correspondent for the East and West Midlands. He regularly contributes to radio programmes such as WM in Birmingham, talking on such subjects as the countryside, wildlife and green issues. In 1999 he was awarded the MBE for services to the environment.

Colin is a keen gardener, working in harmony with nature, he has a great interest in encouaging wildlife into the garden, practicing biological control and has been involved in creating many water conservation gardens.

Sam Crowe is in his final two months of higher specialist training in public health at Bournemouth and Poole Teaching Primary Care Trust. Originally a health journalist, he converted to public health training in 2003 after covering public health issues in his journalism assignments in sub-Saharan Africa. Sam has worked on a number of health and sustainable development issues in Bournemouth and Poole, including leading an energy efficiency and carbon foot printing project. A particular interest is in linking issues around climate change and health with more active forms of travel, as a way of reducing obesity and promoting physical activity.

Russell Hamblin-Boone is Director of Corporate Affairs for the Energy Retail Association. Russell joined the Energy Retail Association as Head of Communications and Policy when it was set up in 2003. His policy areas include energy efficiency, billing, fuel poverty, metering and debt and disconnection. He is currently Chairman of the Industry Metering Advisory Group, which is investigating options for the introduction of smart meters. He was formerly Head of Public Affairs at the British Retail Consortium representing the interests of retailers from corner shops to supermarkets. He has held a range of roles in Government, culminating as Private Secretary to the Leader of the House of Lords working on reform of the House of Lords.

Richard is the founding Director of Marches Energy Agency, established in 1998 to provide sustainable energy and climate change leadership and practical action. MEA as a sustainable energy and climate change charity works with communities and organisations in the West Midlands to promote appropriate renewable energy, energy efficiency and clean transport. MEA is the successor to the Shropshire Energy Team formed within Shropshire County Council in 1995 as the first UK Energy Agency supported by the European Commission. Under Richard's leadership, MEA has established itself as a principled and independent sustainable energy 'think and do' tank. MEA's vision is organised into five themes and it seeks, in all that it does, to create the climate for change. The company continues to grow sustainably, with a team of 20 staff and a gross income (2007/08) of nearly £1 million.

Richard endeavours to direct the Marches Energy Agency to be passionate, professional, inclusive and, above all, an honest broker; and to inspire, encourage and help others to use and produce energy more sustainably, whilst providing positive, enjoyable and rewarding work and volunteering opportunities. Prior to his role at MEA, Richard spent 10 years working as a chartered Chemical Engineer in the UK and USA in research, development, process design, project management, commissioning, operations and finally as Senior Project Manager in the consulting division of CEL International.

A founding member of the UK HECA Officers network and its firsts Chairman in 1996, Donald Lack served until he stepped down in 2004. Donald’s experience and expertise of both the private sector and the public sectors energy and sustainability challenges has been recognised internationally with helping to develop the Toronto Climate Change Strategy and within numerous projects in European and the Middle East. Donald is currently managing a multidisciplined team of sustainability engineers within Faber Maunsell and creating a forward client facing expertise specifically committed to attaining sustainable developments within both new build and refurbishments. Working with local authorities and private organisations to audit buildings in real time and utilising a new methodology, which includes automatic meter reading, to reinforce behavioural change in buildings. This helps the development for carbon management leading to the reduction of energy and water usage and the improvement of sustainability, with accountability. Donald has worked with a number of national organisations to help deliver their carbon management programme including developing new implementation strategies and to assist in the monitoring of carbon, energy savings and the certification of building performance. Donald is recognised as an expert on the Energy Performance of Building Directive (EPBD) and the implementation of Energy Performance Certificates (EPCs) and Display Energy Certificates (DECs). He has just completed a monitoring of the APEL route for accreditation for organisations registering the energy assessors through the APEL route. Donald will be discussing and presenting the implementation of the Display Energy Certificates during the conference.

David Weatherall is Co-ordinator for the Energy Efficiency Partnership for Homes, an independent stakeholder network of 480 companies and organisations promoting sustainable energy in homes. David works particularly with stakeholders from local authorities, organisations working with schools and private and social landlords. The EEPH is facilitated by the Energy Saving Trust and as an EST employee, David has also had responsibility for managing the Major Photovoltaics Demonstration Programme and for developing EST’s work with schools. David has worked for a long time in building partnerships: before being employed by EST, he worked for international development organisations promoting awareness in the UK of global sustainable development issues.

Brian Davey trained in economics in the early 1970s but then mostly worked in the community and voluntary sector in Nottingham - with a short interlude as community development worker in 1996 employed at the Bauhaus Dessau Foundation in East Germany. In 1992, he helped establish a community organic garden in Nottingham which now cultivates 20 allotments and works with disadvantaged social groups. In the last three years he has worked closely with "Feasta", the Dublin based Foundation for the Economics of Sustainability. He is a member of the Feasta Climate and Energy Working Group which devised the cap and share approach to controlling greenhouse gas emissions. He currently works as a freelance ecological economist organising public education on climate, energy economics and 'green care' issues.

The Micropower Council is a highly effective lobbying group dedicated to representing all microgeneration technologies. Corporate sponsors include five of the UK's six largest utility companies, Europe's leading heating manufacturers, specialised manufacturers, major retailers and large installation companies. Notable successes include leading the campaign supporting Mark Lazarowicz's Climate Change and Sustainable Energy Act 2006 and negotiating with Whitehall over Permitted Development rights. Jonah was appointed Policy Director of the Micropower Council in October 2007. He has led the Council's work in a number of critical areas including Accreditation/Certification, Permitted Development, SAP revision, Code for Sustainable Homes and Planning Policy Statements.
