Paul first began his career in insulation in 1987 knowing nothing much about the subject. He worked with a private company in conjunction with Rotherham Council on a project with help from National Energy Action to fund insulation works, loft and draft proofing. Working from 1987 to 1999, he took advantage on the way to become a full SAP assessor and also took up a post with NEA as a regional representative for the Yorkshire and Humber region. Paul became a HECA Officer in 1999, which was also his first introduction to CAN or, as it was then, the Home Energy Conservation Association.

Presentation Title: Chair's Welcome & Workshop D: The Home Energy Conservation Act (HECA)

Colin worked in the field of energy efficiency, fuel poverty and wider environmental and housing issues at the London Borough of Southwark from 1989 to 2004. He moved home to Devon in 2004 and took up a position at Plymouth City Council covering similar issues.

He was involved in the early development of what is now the Carbon Action Network through a series of meetings at the Energy Saving Trust. The only person to have chaired two regions - London and the South West - in London, he developed a strong interest in community heating, CHP and decentralised energy and contributed to the early development of the London Heat Main idea to provide a heat network covering central London. He worked with colleagues in London CAN to set up GLEEN, which went on to develop various projects for the London boroughs, including an ESCO and private landlords scheme. He set up Southwark Healthy Homes in 1998 to help tackle fuel poverty and households with cold related medical conditions.

Since arriving in Devon, Colin has been involved in the development of a county-wide partnership originally known as Devon Warm Zones, thanks to a Government CEEF bid; this is now CosyDevon. As Chair of SW CAN Colin submitted a successful RIEP bid which provided funding to train council officers across the South West in RDSAP and City and Guilds Energy Awareness. Until recently, Colin was Chair of CosyDevon and South West CAN, as well as the CAN National Chair, and operated insulation, solar thermal, heating, CESP and city-wide CHP projects in Plymouth.

Nigel Dewbery - Head of Obligation Delivery, E.ON UK

Nigel started his business life as a time served electrician in the private sector, before joining Eastern Electricity managing electrical contracting teams in the 1980s.

After joining SWEB (now EDF Energy), Nigel became involved in energy efficiency at the beginning of SoP in 1994 and managed SWEB’s operations in Devon and Cornwall installing insulation.

His involvement has covered many aspects of the practical delivery of energy efficiency through managing Warm Front for Eaga Partnership, The HEAT project for Enact Energy and more latterly overseeing the growth at Climate Energy.

Nigel joined E.ON UK early in 2011 and is now responsible for the delivery of the CERT, CESP and Warm Homes Discount Obligations to the UK Government. He is central to their planning and direction for the Energy Company Obligation.

Steve Ives - Senior Policy Adviser: Green Deal and HECA, Department of Energy & Climate Change (DECC)

Steve is a senior policy advisor on the Green Deal team with responsibility for the role of local authorities within the Green Deal. He is also the policy lead for the new guidance under the Home Energy Conservation Act.

Steve joined DECC in April 2009 to manage the development and implementation of the Community Energy Saving Programme from the Department for Communities and Local Government (DCLG). In DCLG he was responsible for conveyancing aspects of home buying and selling policy. He has been responsible for a wide range of policy portfolios during his career in the Civil Service.

Rebecca Jones - Project Development Coordinator, National Energy Action

Rebecca joined NEA in 2010 as Project Development Coordinator in the London office. Amongst other on the ground project work, she has been the lead officer on NEA DECC funded HHSRS projects over the last two years, chairs the London & South East Fuel Poverty Forum, and has recently qualified as a trainer. A science graduate from the University of Sussex, Rebecca was previously the West Sussex Fuel Poverty Coordinator, worked for several years in a Brighton regeneration programme, and held posts at the Sussex Wildlife Trust.

Bill Wilkinson - Director, Energy Audit Company

Income Bill Wilkinson has been involved in energy efficiency and fuel poverty work for more than 30 years. For the last 20 years, as a director of EAC, he has worked with over 60 local authorities and housing associations, using housing energy databases to target activity, report on progress and plan programmes of work in both private and public sector housing.

EAC’s popular database UNO has recently been developed to include a Green Deal/ECO tool to identify area based schemes for ECO and to target fuel poverty more effectively.

Bill is still involved with academic research as part of the Minimum Standard team at Loughborough University, and is also a member of DECC’s Fuel Poverty Methodology Group.

Carl Petrokofsky - FFPH, Specialist in Public Health Dept of Health South East (DHSE)

Presentation Title: Cold Weather Plan & Warm Homes Healthy People Fund

Carl is a Specialist in Public Health for the Department of Health (DH) in the South East. He has worked across South East England for some 30 years, with extensive experience in public health, policy development and implementation of strategic change, in particular on developments and initiatives to improve the health of older people.

Recent areas of responsibility have focussed on working with other government departments, older persons groups, the NHS and local authorities to address underlying causes of ill-health and disease, especially on preventing falls and fractures and housing and the built environment. Carl has led the work for the DH on Heatwave and Cold Weather plans and the Warm Homes Healthy People fund.

Jonathan Stearn - Director, Consumer Focus

Jonathan Stearn is a Director at Consumer Focus and has particular responsibility for sustainability and disadvantage. Jonathan has been driving Consumer Focus's work on empowering consumers in vulnerable positions and has just produced Tackling Consumer Vulnerability - an action plan for empowerment for the Department for Business Innovation and Skills (BIS). Jonathan was Head of Campaigns at energywatch. He was responsible for developing energywatch's and Consumer Focus's work on fuel poverty and establishing the End Fuel Poverty Coalition - in partnership with a wide range of charities and environmental organisations.

Before joining Consumer Focus and energywatch, Jonathan was the Director of the End Child Poverty Campaign. Previously Jonathan was seconded as a Communication Adviser in the Home Office's Active Community Unit. He worked for six years at Age Concern England as Head of Public Affairs focusing on campaigns on age discrimination and pensioner poverty. He has also worked as a journalist and, in the housing field, as Deputy Editor of Housing and Inside Housing magazines. As a campaigner for Shelter, he exposed the plight of homeless families in bed and breakfast and other temporary accommodation.

Enact Introduction

This workshop was about the Green Deal in the rented sector and covered some of the issues which need to be considered when promoting the Green Deal via landlords. Enact will soon be launching a dedicated Green Deal service for the private rented sector in partnership with the Residential Landlords Association and this workshop covered a number of scenarios and how any challenges can be overcome to successfully deliver Green Deal in partnership with landlords and tenants. The workshop will also include the latest update from DECC on the legal issues which could affect the ability of any landlord to install Green Deal or ECO works when a property is void.

Adrian Wright - Chairman, Enact Energy Renewables Limited

Adrian Wright founded Enact Energy in 1996, having been involved in the insulation industry since 1990. Enact Energy has worked in partnership with over 100 local authorities in England and Wales to run successful home energy conservation campaigns funded through energy supplier obligations. Enact is now a Green Deal Provider and is working in partnership with local authorities to promote Green Deal and ECO, which includes an umbrella service to help engage local SMEs.

Confused by ECO? This workshop aims to look at the key significant changes and requirements to enable you to access ECO funding and use it within the rules set out by DECC at an early stage. Being only a two-year programme it is important to gain an early understanding of ECO and this workshop is here to help. E.ON's specialist advisors will be on hand to answer your questions.

Hilary Tanner - Adviser, Local Government Association

Hilary is an adviser in the LGA's Programme Team, reporting to the Environment and Housing Board. Her role covers housing, energy and fuel poverty. Within this wide brief, she is leading projects on private sector housing, homelessness and Green Deal and ECO. Before this, she was an Improvement Manager on the Ageing Well Programme and held a variety of roles at the Improvement and Development Agency. Her local government experience includes a housing role at the London Borough of Greenwich and she has also worked in the civil service, including a secondment to the Department of Communities and Local Government in 2008-9. She has a strong interest in the voluntary and community sector and has been a trustee of Relate since 2010.

Workshop D: The Home Energy Conservation Act (HECA)

What exactly is required of Energy Conservation Authorities and how do we set about completing the report? More importantly, what should we be doing behind the scenes on an on-going basis, to ensure we have something positive to report in future years? For example, how do we ensure we get useful data from our Green Deal and ECO partners? This workshop also explored the importance of this statutory function and how it can be given a higher profile within our local authority, in order to attract funding from increasingly scarce budgets. To be successful we also need to raise our profile, and the profile of HECA, with other public bodies (such as the NHS), the voluntary sector (such as Age UK), Registered Providers and others. Examples were provided of the consortium approach adopted by councils in Devon working with Exeter University.

Workshop E: Solid Wall Insulation including SWIGA Guarantee

Solid Wall Insulation is a key area of focus in the new Green Deal and Energy Company Obligation and there will be a major increase in installations from 2013. The NIA represent the manufacturers, system designers and installers of Solid Wall Insulation - external wall, internal wall and hybrid wall (internal and external on the same property) insulation and will provide delegates with details of the solutions available, opportunities and challenges and work that NIA is doing to expand the market. Quality Assurance and Consumer Protection are key in the Green Deal and Energy Company Obligation and the Solid Wall Insulation Guarantee Agency will provide details of its new SWIGA framework and independent 25 year guarantee.

David Lawrence - Chairman, Solid Wall Insulation Group, NIA

David Lawrence is Chairman of the Solid Wall Insulation Group at the National Insulation Association (NIA) and a member of the NIA Council.

He is also Managing Director of Lawtech Ltd. As a fully qualified quantity surveyor, he has more than 20 years’ experience in the specialist area of external building refurbishment. He founded Lawtech in 2004, which has become one of the leading Solid Wall Insulation companies in the UK, and were the first BBA accredited installer of External Wall Insulation for PAS 2030 in the UK. David is a member of the Green Deal Skills Alliance Expert Advisory Group.

David is married with two children aged 10 and 7.
