Paul first began his career in insulation in 1987 knowing nothing much about the subject. He worked with a private company in conjunction with Rotherham Council on a project with help from National Energy Action to fund insulation works, loft and draft proofing. Working from 1987 to 1999, he took advantage on the way to become a full SAP assessor and also took up a post with NEA as a regional representative for the Yorkshire and Humber region. Paul became a HECA Officer in 1999, which was also his first introduction to CAN or, as it was then, the Home Energy Conservation Association.

Steve Martin - Caerphilly County Borough Council & CAN Cymru Housing

Steve has worked in local government since 1984, and has, since 1992, had a background in commissioning the maintenance and improvement of public housing. In 2002, Steve became the full time Home Energy Officer for Caerphilly County Borough Council and is very much committed to the challenge improving the energy efficiency of its housing stock and reducing fuel poverty. Previously Steve has been Vice Chair of the UK HECA Fora and is the current Chair of CAN Cymru Housing.

Crispin Jones - Affordable Warmth Obligations Manager, E.ON

Crispin has worked primarily in Wales throughout his working life, and has been involved in the fuel poverty arena for almost 17 years. Having run his own business previously, he started work in the insulation industry, managing an insulation installer before becoming Wales Director with eaga partnership (now Carillion), responsible for leading the team who managed the Home Energy Efficiency Scheme (HHES Cymru) on behalf of Welsh Assembly Government until 2007. On leaving eaga, Crispin set up Gwerin Associates, a consultancy business, based in North Wales, working with installers and energy company clients, and helped Warm Wales deliver Community Warmth projects across Wales.

Having taken some time out to pursue his political ambitions, Crispin most recently worked on the Nest (Nyth) programme with Energy Saving Trust, before joining E.ON in 2012 to head up the team responsible for delivering the Home Heating Cost Reduction Obligation under ECO. Currently based in Nottingham, Crispin’s role covers Wales, England and Scotland.

Marcus Brooks - Senior Policy Adviser, Department of Energy & Climate Change (DECC)

Presentation Title: Energy Company Obligation (ECO) and the Green Deal

Marcus Brooks is a Senior Policy Adviser in the Green Deal Energy Company Obligation Team. He has worked on energy company obligations since 2010, including on both CERT and CESP, and previously worked on EU Emissions Trading System and negotiating the EU 20/20 package. He has been with DECC since its formation.

Prior to joining DECC Marcus was with Defra and has a range of previous government experience, particularly in the field of industry regulation - including rail and telecommunications regulation. Marcus has also worked in the private sector for a long period, at a major communications company, holding a range of government relationship roles.

Carole Morgan-Jones - Director, NEA Cymru

Carole joined NEA Cymru in March 2012 covering the maternity leave of NEA Cymru's Director Nuria Zolle. She leads a small team of three in Wales, with one staff member based in North Wales. Her role is to promote and represent NEA’s interests to the National Assembly, local government and private and voluntary sector agencies. She is also responsible for leading on the delivery of a comprehensive work programme in Wales working with a wide range of public and private sector organisations involved in the eradication of fuel poverty and energy efficiency sector.

She has a key role to play in working with Assembly Members of the Cross Party Group on Fuel Poverty and members of the Fuel Poverty Coalition in Wales, to drive political debate and influence policy within the Welsh Government.

Carole previously worked for public health charity ASH Wales as Press and Campaigns Manager where she drove the campaign for a Wales tobacco control strategy and a ban on smoking in cars carrying children, and started her career as a civil servant during which time she had a variety of roles in human resources, equality policy, and as diary secretary to the Presiding Officer.

Sarah Powell - Arbed Project Officer / Swyddog Prosiect Arbed, Welsh Government / Llywodraeth Cymru

Sarah has worked within the Welsh Government as a project officer on the Arbed programme for the past year and a half and, prior to this, was working in local government.

One of Sarah’s main responsibilities within this role is to work with the local authorities to identify schemes for potential Arbed funding and develop these into bid submissions. I will also be working with local authorities and housing associations to identify mechanisms that can maximise ECO funding into Wales.

Previous to this role, Sarah worked within the Vale of Glamorgan Council, running the Health Through Warmth scheme, a programme to assist residents of the county with long term illnesses to access grants of funding to make improvements to the warmth and comfort of their homes.

Jonathan Stearn - Director, Consumer Focus

Jonathan Stearn is a Director at Consumer Focus and has particular responsibility for sustainability and disadvantage. Jonathan has been driving Consumer Focus's work on empowering consumers in vulnerable positions and has just produced Tackling Consumer Vulnerability - an action plan for empowerment for the Department for Business Innovation and Skills (BIS). Jonathan was Head of Campaigns at energywatch. He was responsible for developing energywatch's and Consumer Focus's work on fuel poverty and establishing the End Fuel Poverty Coalition - in partnership with a wide range of charities and environmental organisations.

Before joining Consumer Focus and energywatch, Jonathan was the Director of the End Child Poverty Campaign. Previously Jonathan was seconded as a Communication Adviser in the Home Office's Active Community Unit. He worked for six years at Age Concern England as Head of Public Affairs focusing on campaigns on age discrimination and pensioner poverty. He has also worked as a journalist and, in the housing field, as Deputy Editor of Housing and Inside Housing magazines. As a campaigner for Shelter, he exposed the plight of homeless families in bed and breakfast and other temporary accommodation.

Workshops

Workshop A: Green Deal

Green Deal in the rental sector

This workshop was about the Green Deal in the rented sector and covered some of the issues which need to be considered when promoting the Green Deal via landlords. Enact will soon be launching a dedicated Green Deal service for the private rented sector in partnership with the Residential Landlords Association and this workshop covered a number of scenarios and how any challenges can be overcome to successfully deliver Green Deal in partnership with landlords and tenants. The workshop will also include the latest update from DECC on the legal issues which could affect the ability of any landlord to install Green Deal or ECO works when a property is void.

Sam Gilbert - Partnership Manager, Enact Energy

Sam has worked at Enact Energy for two years, initially as key account manager for their flagship Tesco and Marks and Spencer account and, more recently, moving into the role of National Partnership Manager. In his current role, Sam heads up a team which works in partnership with Local Authorities and Community Groups, developing campaigns to promote ECO and Green Deal whilst working with local SMEs to maximise the local economic development. Sam also heads up Enact’s relationship with the Residential Landlords Association which has given him a unique insight into the additional complexity surrounding Green Deal in the private rented sector.

Confused by ECO? This workshop aimed to look at the key significant changes and requirements to enable you to access ECO funding and use it within the rules set out by DECC at an early stage. Being only a two-year programme it is important to gain an early understanding of ECO and this workshop is here to help. E.ON's specialist advisors were on hand to answer your questions.

Tina Cowley - Senior Relationship Manager (ECO HHCRO), E.ON UK

Tina started at East Midlands Electricity back in early 1997 and worked through the Powergen years and into the E.ON era, so has over 16 years’ service to date and has held a variety of roles during that time in different locations. In Nov 2012, she took up the role of Senior Relationship Manager working on the new ECO obligation specifically in relation to the delivery of the Home Heating Cost Reduction element of it (HHCRO). Tina manages, amongst others, a team of six field-based staff who are looking to identify potential community schemes in which to deliver HHCRO measures.

Hilary Tanner - Adviser, Local Government Association

Hilary is an adviser in the LGA's Programme Team, reporting to the Environment and Housing Board. Her role covers housing, energy and fuel poverty. Within this wide brief, she is leading projects on private sector housing, homelessness and Green Deal and ECO. Before this, she was an Improvement Manager on the Ageing Well Programme and held a variety of roles at the Improvement and Development Agency. Her local government experience includes a housing role at the London Borough of Greenwich and she has also worked in the civil service, including a secondment to the Department of Communities and Local Government in 2008-9. She has a strong interest in the voluntary and community sector and has been a trustee of Relate since 2010.

Nick Pinkham is the General Manager of the Solid Wall Insulation Guarantee Agency (SWIGA), a not-for-profit organisation formed to support the highest standards of quality for solid wall insulation installations, backed by a simple and dependable guarantee.

Nick has worked in the construction materials industry for over 30 years and joined Saint Gobain Weber in 2006. He headed up a team of sales and technical managers specifying and selling External Wall Insulation (EWI) and renders in the south of the UK during a period of great change in the market.

Aled Thomas - Marketing Manager, SPS Envirowall / SWIGA

Aled Thomas has worked in the insulation industry for over ten years with over eight years specialising in supply and design of External Wall Insulation systems. For the last six years, Aled has held various roles within SPSenvirowall from product development through to Business Development Manager for the refurbishment business. SPSenvirowall is one the UK leaders in the design, manufacture and supply of external wall insulation systems. In 2012, SPSenvirowall supplied over 750,000m2 of insulated render systems, of which approximately 500,000m2 went into the social housing market. SPSenvirowall’s unique offering of local branches and training centres has helped it support local SME contractors which now make up a large majority of its installer base.

SPSenvirowall is determined to drive high quality and have worked with the NIA to support its continuing work with the UK government and various other parties to ensure that EWI is delivered to the highest possible standard. Aled is a passionate advocate of low carbon building practices and actively supports the development of the UK construction sector to ensure it can take full advantage of the huge opportunities within this sector.
