By responding to this survey, you will contribute to the collection of evidence that will feature in a national report, and a UK-wide update to the 2015 DECC Catalogue of Fuel Poverty and Health schemes in England covering England, Wales, Scotland and Northern Ireland and focusing on schemes that have successfully secured health funding and/or utilised evidence on the health impacts of affordable warmth interventions in innovative ways.

The report will identify:
  • parts of the health sector that are most engaged with the cold homes agenda;
  • which local partnerships have been most effective in leveraging finance and support from health bodies and why;
  • types of evidence that has secured engagement and buy-in from health partners; and
  • geographical and sector variance in health-sector funded work to tackle cold homes.
The report and catalogue will also identify and disseminate good practice, and give guidance on how fuel poverty scheme providers can evidence the case for heath sector investment and involvement.

The survey will take approximately 15 – 30 minutes to complete, and not all questions will be applicable to you. The majority of questions are a mixture of multiple choice options and drop-down menus, with some open-ended text boxes.

The presence of private owners (leaseholders) in a block can sometimes make refurbishment difficult and the legal issues specifically in regard to energy improvements are complex. The challenges of working with private owners are likely to be a growing issue as social housing providers look to more ambitious retrofits to protect their tenants from fuel poverty in the long term.

Different staff from the same local authority are welcome to complete the survey, for example working in asset management or staff dealing with leaseholders/service charges.

This research has received ethics clearance from the University of Oxford and all responses will be anonymised.

The research has the potential to:
  • Help LAs and registered providers understand better how issues around lease terms affect energy efficiency and other refurbishment projects;
  • Identify how the law can be reformed to make it easier for council freeholders and private flat owners to work together to improve the energy efficiency of blocks of flats.

They have created an online survey and are interesting in hearing from fuel poverty scheme providers and managers.

There is significant evidence about the link between fuel poverty and health. However, there has been little research into the most effective ways to develop and deliver fuel poverty referral schemes.

“The Health of the Nation” research project will explore many aspects of fuel poverty schemes – from their objectives, to how they target support, to the services they provide, to their use of referral networks, to their costs – to try and tease out factors which make schemes more likely to operate successfully and to deliver value for money. We do not expect to find one answer; rather we hope that the research will illuminate a number of delivery and cost models which can provide useful insights to the sector and help inform future policy development.

The call for evidence seeks to collect information on current practice regarding what happens for a household when a gas engineer has to either disconnect or turn off an unsafe gas appliance from supply. For example, a gas boiler in the home. More information about this procedure is available at: http://www.hse.gov.uk/foi/internalops/o ... 440_37.htm.

The call for evidence is part of a research project NEA is carrying out for NGN that is exploring what support can be made available for vulnerable households following disconnection of unsafe gas appliances. For example, facilitating access to a replacement gas appliance.

The survey is targeting individuals who either work in the gas industry or support and work with households who may have been impacted by a loss of heating or hot water due to an unsafe gas appliance, e.g. landlords, local authorities, community organisations etc.

The survey will close on Friday, 8 July 2016.

Researchers at Plymouth University in collaboration with the University of British Columbia are interested in learning from ALEO members. We are interested in hearing about projects which have used thermal imaging (infrared imaging) to promote energy efficiency amongst residents. We know that there have been some exemplar projects run around the UK and further afield and are very interested in your thoughts on both the technical aspects of thermal imaging and the motivational aspect. We would like to hear about projects where thermal images have been used to show residents or large communities the heat loss from their buildings/areas.
