ALEO East Pennine met for the first time for over two years on November 17, 2017. The meeting was held in the afternoon after the National Energy Action Yorkshire and Humber forum. The first point of business was the proposal to rename the region from ALEO East Pennine to ALEO Yorkshire and Humber. The proposal suggested this better reflected the regional identity and mirrored the name of other regional fora. This proposal was approved.

At the event, we also had presentations from the following people:
  • Stephen Laing, A&M Energy Services – ECO funding
  • Tom Adamski, Citizens Advice Bureau – Benefits of a single point of contact
  • Alan Jones, Eon – Minimum energy efficiency standards in the private rented sector
The meeting was attended by approximately 20 people.

Since taking the role of chair, I have undertaken a review of the membership of ALEO in the region. As a result, we now have an up-to-date and more comprehensive list of local authority officers that can be contacted about energy related matters. The next stage is to focus on membership from housing associations.

In other news, discussions are ongoing with DCLG and City of York Council about the potential of hosting an ‘Addressing Fuel Poverty’ event, mirroring an event DCLG are running on the south coast.

As chair I attended the NEA Fuel Poverty Forum on 23 June, to provide a presentation on what ALEO is, why it is important and what we are trying to do as a region to grow membership. This presentation was well received and as a result I have been contacted directly by a number of council officers interested in joining. The next NEA Fuel Poverty Forum will be in November, immediately following this meeting it is my intention to run a ALEO regional network session. Prior to this I will be canvasing members to take a view on the sorts of presentations they would like to see at these network meetings.

The ALEO conference held in York on 3 July was very well attended by representative local authorities from the East Pennine region. This has helped raised the profile of the organisation locally, which will hopefully boost attendance at the November meeting.

Whilst membership has increased in the last few months, there are still a handful of local authorities which do not currently have a named individual on the ALEO membership list. This is something I am working on and hope to ensure a full coverage soon.

Until recently the position of Chair of the East Pennines ALEO has been vacant. This issue was raised by Darsh Chauhan, when he attended a NEA Fuel Poverty Forum in York on 3 March 2017 to present on the Homes Energy Conservation Act Reporting requirement. Following the session I was talking to Darsh when he asked me to consider taking on the role of Chair. The region already has a very experienced vice-chair in Jane Mears but she does not have the time available to take on a more active role then she already plays. After some consideration and encouragement from a handful of colleagues working at different local authorities, I agreed to accept the position.

I am the Principal Housing Policy and Development Officer in the Housing Strategy and Development team at East Riding of Yorkshire Council. My current role includes being the strategic lead for affordable warmth and domestic energy efficiency. Prior to this I managed a not for profit company, called Yorkshire Energy Partnership, which was owned by all of the local authorities in North Yorkshire. I have also previously managed the North Yorkshire and Humber Energy Saving Trust Advice Centre and have been chair of both the North Yorkshire Fuel Poverty Officer's group and the North Yorkshire Climate Change Officer's group.

As Chair I have the following priorities:

1.Organise two regional meetings per annum, to share best practice, support networking and discuss energy related issues.
2.Increase the membership within the region, especially where there are local authorities without anyone registered

Over the next few weeks I will be developing an action plan, so would welcome any suggestions/advice.
