There are a couple of consultations focused on EV that we think may be of interest to you (Department for Transport and Office for Low Emission Vehicles). The highlights from each consultation are summarised below.

The Energy Hub would welcome hearing any local views on this consultation to help us shape our approach strategically across the Greater South East area, if there is sufficient demand we will provide a formal response from any feedback received.

1.Electric vehicle smart charging consultation; focused around electric vehicle charge point smart technology regulations. It includes proposals for regulations to ensure that electric vehicle charge points sold or installed in the UK have smart charging functionality installed.

2.Electric vehicle chargepoints in residential and non-residential buildings consultation; focused around proposals to alter existing residential and non-residential buildings regulations to include electric vehicle infrastructure requirements

From the LEP Energy Strategies published, stakeholder engagement undertaken and requests for support received, it is clear to the Greater South East Energy Hub that low carbon transport, including the provision for electric vehicles and infrastructure features heavily as a priority across the Greater South East. Key Highlights

Electric vehicle smart charging
Electric Vehicles (EVs) offer new opportunities for consumers as part of a smarter and more flexible system. Smart charging, during off-peak periods when electricity demand is low, means consumers can benefit from cheaper electricity and avoids triggering unnecessary network reinforcement. Charging of EVs can also be shifted to periods where there is plentiful clean, renewable electricity generation. As such:
•The government proposes to use the powers under section 15 of the AEV Act to mandate that new non-public charge points will be required to have smart functionality, and that they will have to meet device-level requirements, including on cyber security and smart interoperability
•The government proposes that the regulations will ordinarily require compliance with British Standards Institution (BSI) standards for smart charge points, which are currently under development.
•The government also has specific proposals on: the scope of the regulations – definition and type of charge point; cyber security and data privacy; interoperability; other technical requirements (such as randomised delay function, minimum charging current and default off-peak charging mode); safety; • monitoring and recording of EV electricity consumption; enforcement authority, penalties, and time for compliance.

Electric Vehicle charge points in residential and non-residential buildings
•The government proposes every new residential building with an associated car parking space to have a charge point. They propose this requirement applies to buildings undergoing a material change of use to create a dwelling.
•The government proposes requiring every residential building undergoing major renovation with more than 10 car parking spaces to have one charge point and cable routes for electric vehicle charge points in every car parking space.
•The government proposes every new non-residential building and every non-residential building undergoing a major renovation with more than ten car parking spaces to have one charge point and cable routes for an electric vehicle charge point for one in five spaces.
•The government proposes a requirement of at least one charge point in existing non-residential buildings with more than 20 car parking spaces, applicable from 2025.

ALEO South East AGM held 26th April, Eastbourne - Elected Chair Hazel Hill, Vice Chair Marie Jones, Treasurer Cati Smith to hold posts for two years, as per amendments to constitution. Agenda included minimum energy efficiency standards, presented by Oxford City Council, Solar PV battery and storage fro North Star Solar and ECO flex local authority criteria by John Kolm Murray, with a discussion following after.

Many of our authorities are seeking to write a Statement of Intent, some are two-tier authorities whilst others are unitary. Many thanks To ALEO for the template for use.

The ALEO South East meeting was held on 24th February 2016 at Guildford BC.

We had 3 excellent speakers as follows:

• Better Homes , Better health presentation, Alexandra Steeland Project Officer, National Energy Foundation
In partnership with Buckinghamshire and Oxfordshire local authorities, the National Energy Foundation has recently launched a scheme to offer grants of up to £2,500 for energy efficiency improvements for those with a health condition which may be impacted by living in a cold or damp home. Alex Steeland, Project Manager, presented the aims and objectives of the scheme, the approach, opportunities and barriers, and learning to date.

• Don't leave park homes out in the cold campaign presentation, Alice Woudhuysen, Senior Campaigns Officer Age UK
Alice runs Age UK’s campaign for warm homes and campaign for warm park homes, which are calling on the Government to reform its energy efficiency programmes to enable all older people to live in a warm home.

• Smarter targeting with Southampton Healthy Homes presentation, Adam Goulden, Chief Executive , the Environment Centre
The Environment Centre (tEC) has led a successful partnership bid for a new and innovative project, Southampton Healthy Homes. £500,000 has been secured from British Gas Energy Trust to support a unique project which presents an exciting opportunity for the organisation to better engage with health led services. The central theme of the project is smarter targeting. To that end tEC has seconded a health care professional to help them engage with GP practices and community nurses across the city in order to identify the most vulnerable and hard to reach patients. They have also seconded a community champion from a local community development organisation to coordinate with Southampton’s multi-faith communities and broaden the project’s reach. In addition tEC has purchased EPC data for the city and used it produced an interactive map. The map allows them to run multiple queries simultaneously to identify homes with particular characteristics.

We have now gone through a secretariat recruitment process. This has been rather time consuming but the Executive Committee felt that after 10 years with the current service provider we should advertise to make sure we were receiving ‘best value for money’. This created a good response with excellent applications, and we now have SE2, Rachael Mills who will provide our secretariat services; we look forward to working with SE2 during the next three years.

Our treasurer Cati Smith has now gone on maternity leave and our treasurer’s post is vacant at present. We are hopeful however, that this post will be filled shortly once approval has been given.

With the name change we have also had to change our name with the bank. This has also created some red tape issues.

Over the coming months, the scheme will be rolled out on a street-by-street basis and will help over 600 households in Surrey install energy efficiency improvements including solid wall insulation and new heating systems, so that they have warm, more energy efficient homes and better control of their energy bills.

Action Surrey is a Surrey-wide impartial energy advice centre working with council’s across the County to help residents save money on their energy bills, keep warm and reduce their environmental impact. Action Surrey manages a trusted a installer network.
