The Redress Scheme was established in 2017, and has been operated by our service provider, the Energy Saving Trust.

The purpose of the Redress Scheme is to use redress payments to support energy consumers, particularly vulnerable energy consumers, through energy-based projects or schemes run by charities.

Ofgem is now seeking views from energy industry stakeholders on the current process in place for the Redress Scheme, to ensure that redress payments deliver the maximum benefit for Great Britain’s energy consumers.

We welcome responses from energy companies, consumer groups, third sector organisations, charities with experience of the Redress Scheme, and any other interested parties for their input on the following areas of consideration:
  • The types of projects that should be funded
  • Widening the eligibility scope to other organisations
  • The experience of charities that have applied to the Redress Scheme
  • Any other feedback that could help adapt the current process

Ofgem are consulting on whether to adjust the default tariff cap for cap period seven to take into account the impacts of Covid-19. They are also considering whether an adjustment to account for PPM additional costs due to Covid-19 is necessary, something they do not have adequate evidence to assess and did not adjust for in its February 2021 decision.

Another aspect to this is whether to change the methodology used to set the adjustment in the February 2021 decision, or amend the current methodology to include additional filters on the supplier data collected. The MCS Charitable Foundation has commissioned a scoping study to assess the consumer advice and information services that are available in the UK to support home owners to improve the energy efficiency of their homes. The focus of the study is on the retrofit of existing domestic properties, both grant-aided and where home owners are paying for the work themselves. The study will conclude in autumn 2020, and the results will be used to inform policy-makers and the industry about the current situation across the UK, and to make recommendations for the way forward.

As well as reviewing existing literature and past studies, the researchers will be carrying out primary research to find out what services are currently available, the robustness and accessibility of information provided, gaps in the types of information, and the demographics and geography of households that are covered. The researchers would like to be able to include as many examples of local and regional practice as possible, so this is a call out to Local Authorities that are running or supporting energy advice and information services to get in touch and tell them about what you are doing.
