APSE launch comprehensive guide to ECO3 for local authorities
An in-depth guide to the Energy Company Obligation has been published by The Association for Public Service Excellence (APSE) and YES Energy Solutions to help councils use the scheme to fund energy efficiency measures for their residents.
The publication helps local authorities gain a full understanding of the latest phase of the Government’s ECO scheme and how they can use funding from the scheme to help fuel poor residents in their districts.
APSE, a not-for-profit organisation dedicated to promoting excellence in the delivery of frontline services to local communities, worked with award winning energy efficiency experts YES Energy Solutions to write the expert guide.
The publication aims to inspire councils to consider ECO as part of their fuel poverty strategy by covering all the new rules in a clear format.
In April 2013, the Government launched the national scheme designed to reduce fuel poverty and improve the energy efficiency on domestic properties in England, Scotland and Wales.
The scheme is the main funding stream for insulation and heating measures in domestic properties in Great Britain and has evolved since its launch, with ECO3 introduced in October 2018.
The guide comes as an updated issue to the previous ECO guide for local authorities by APSE and YES Energy Solutions.
Head of APSE Energy, Phil Brennan said: "ECO allows councils to help their residents save energy and money, but the complexities of the scheme can discourage councils to make use of the opportunities available.
“Therefore we have joined forces again with our trusted partners YES Energy Solutions to produce a guide that provides local authorities with a clear overview of the ECO scheme, which details how to get involved to benefit householders in the local community.
“As more and more councils announce climate emergency declarations, they need as many tools at their disposal as possible in order to be energy efficient and meet carbon neutrality targets. ECO3 is one of those tools and this publication will help to encourage its use"

How ECO3 funding can benefit local authorities
The document looks at the latest iteration of the Energy Company Obligation (ECO) which is now called ECO3. Launched In April 2013 the obligation is a national scheme designed to improve the energy efficiency on domestic properties in England, Scotland and Wales. ECO3 is a legal requirement for major energy companies who are required to provide funding for the installation of energy saving measures in certain households.
Our new guide gives a clear overview of what ECO is, how to get involved and more importantly – how to use it to the advantage of both local authorities and local communities.
