The toolkits are interactive pdfs with roll-over and clickable elements. The first toolkit is to help local authorities, health and third-sector partners to work together to use energy efficiency to support fuel poor and vulnerable households. An accompanying toolkit, provides guidance on developing cold homes referrals in partnership with the health sector, so that health professionals are able to identify and refer patients who are vulnerable to living in a cold home.
