Greater South East Energy Hub network

There are a couple of consultations focused on EV that we think may be of interest to you (Department for Transport and Office for Low Emission Vehicles). The highlights from each consultation are summarised below.

The Energy Hub would welcome hearing any local views on this consultation to help us shape our approach strategically across the Greater South East area, if there is sufficient demand we will provide a formal response from any feedback received.

1. Electric vehicle smart charging consultation; focused around electric vehicle charge point smart technology regulations. It includes proposals for regulations to ensure that electric vehicle charge points sold or installed in the UK have smart charging functionality installed.

2. Electric vehicle chargepoints in residential and non-residential buildings consultation; focused around proposals to alter existing residential and non-residential buildings regulations to include electric vehicle infrastructure requirements

From the LEP Energy Strategies published, stakeholder engagement undertaken and requests for support received, it is clear to the Greater South East Energy Hub that low carbon transport, including the provision for electric vehicles and infrastructure features heavily as a priority across the Greater South East. Key Highlights

Electric vehicle smart charging
Electric Vehicles (EVs) offer new opportunities for consumers as part of a smarter and more flexible system. Smart charging, during off-peak periods when electricity demand is low, means consumers can benefit from cheaper electricity and avoids triggering unnecessary network reinforcement. Charging of EVs can also be shifted to periods where there is plentiful clean, renewable electricity generation. As such:
• The government proposes to use the powers under section 15 of the AEV Act to mandate that new non-public charge points will be required to have smart functionality, and that they will have to meet device-level requirements, including on cyber security and smart interoperability
• The government proposes that the regulations will ordinarily require compliance with British Standards Institution (BSI) standards for smart charge points, which are currently under development.
• The government also has specific proposals on: the scope of the regulations – definition and type of charge point; cyber security and data privacy; interoperability; other technical requirements (such as randomised delay function, minimum charging current and default off-peak charging mode); safety; • monitoring and recording of EV electricity consumption; enforcement authority, penalties, and time for compliance.

Electric Vehicle charge points in residential and non-residential buildings
• The government proposes every new residential building with an associated car parking space to have a charge point. They propose this requirement applies to buildings undergoing a material change of use to create a dwelling.
• The government proposes requiring every residential building undergoing major renovation with more than 10 car parking spaces to have one charge point and cable routes for electric vehicle charge points in every car parking space.
• The government proposes every new non-residential building and every non-residential building undergoing a major renovation with more than ten car parking spaces to have one charge point and cable routes for an electric vehicle charge point for one in five spaces.
• The government proposes a requirement of at least one charge point in existing non-residential buildings with more than 20 car parking spaces, applicable from 2025.
