Paul Maplethorpe - Carbon Action Network National Chair

Presentation Title: Chair's Welcome

Paul Maplethorpe's presentation was derived from the EEPB eNews issue 385

Paul first began his career in insulation in 1987 knowing nothing much about the subject. He worked with a private company in conjunction with Rotherham Council on a project with help from National Energy Action to fund insulation works, loft and draft proofing. Working from 1987 to 1999, he took advantage on the way to become a full SAP assessor and also took up a post with NEA as a regional representative for the Yorkshire and Humber region. Paul became a HECA Officer in 1999, which was also his first introduction to CAN or, as it was then, the Home Energy Conservation Association.

Jon worked at several companies including Boots plc and Capital One UK before joining E.ON in 2007. At E.ON, he has worked in the central heating business, strategy and the 'vulnerable' customer segments, and has worked in Energy Efficiency obligations since 2010. He was responsible for successfully delivering CESP, as well as CERT through social housing partnerships. Under ECO, he is responsible for delivering all of the sub-obligations under Carbon Savings (CERO, CSCO, Rural, SWI Minimum), and has a strong group of business development, scheme managers and notification teams supporting the excellent ECO progress to date.

Rachel Wookey - Environmental Public Health Scientist, Public Health England

Rachel is Lead Environmental Public Health Scientist for heat and cold hazards at Extreme Events and Health protection, Public Health England. With a background in fetal medicine and pre-natal genetics, Rachel joined Extreme Events after completing her Master of Public Health at King's College London. She is lead author of the Warm Homes Healthy People fund evaluation 2012-13, and co-author of the Cold Weather Plan for England documents. Other interests include fuel poverty, disaster preparedness, non-communicable diseases and maternal and fetal health.

Charlie has previous lives in photography, specialist design and fabrication, co-operative development, community control and urban design. In the current one he has developed 2050 ready retrofit standards, delivery vehicles and financial models, is a co-author of the Greater Manchester Domestic Retrofit Strategy, and is a founder of Carbon Co-op, a user controlled delivery vehicle for retrofit. He has retrofitted 10 houses to a 2050 emissions reduction standard, 3 being in the top 4 of the TSB’s analysis of its Retrofit for the Future project of 2011. He has another 9 on site with Carbon Co-op, unique nationally in delivery 80% emissions reductions through a pay as you save model. He is currently developing a Retrofit Pattern Book for Greater Manchester’s DECC funded Green Deal for Communities project and setting up Re:d a one stop design and delivery retrofit co-op to streamline and speed up retrofit development.

Presentation Title: Fixing Fuel Poverty

Until September 2007, Brenda led the Lower Carbon Futures group at the Environmental Change Institute, University of Oxford. In November 2007, she wrote Home Truths: a low-carbon strategy to reduce UK housing emissions by 80% by 2050 for Friends of the Earth and The Co-op Bank. Brenda has, in theory, retired and is now an Emeritus Fellow of the University of Oxford. She published Fixing Fuel Poverty - challenges and solutions with Earthscan in early 2010. The subject of fuel poverty is growing in importance across Europe. Brenda focuses on the built environment from the perspective of the user and the building provider, rather than the utility.

Workshop A: Green Deal

This workshop will explain the Green Deal 'occupancy assessment' process and how this provides specific, customised advice on the likely fuel cost savings the household can achieve from energy efficiency improvements. To pick up on the conference theme of maximising the opportunities, there will then be a discussion on how this, and the other elements of the Green Deal scheme, should help to overcome the various barriers to energy efficiency investment, especially in private sector housing. Finally, if time permits we will explore how local authorities and community groups can support home owners to (a) understand what they can do and (b) access all of the potential sources of finance/incentives.

Confused by the proposed changes to ECO? This workshop aims to look at the recent key changes to ECO and the possible implications and impact, looking at all three elements of ECO - CSCO, CERO and HHCRO individually, with an opportunity to discuss and ask questions. We will also look at how HHCRO can link up with other funding schemes or mechanisms, to further help low income households.

Phil Dawson – Business Development and Account Manager (ECO CERO/CSCO), E.ON UK

Phil is the Business Development and Account Manager with responsibility for the South Yorkshire, Derbyshire, Shropshire, Staffordshire, Cheshire and North Wales areas, principally helping Registered Housing Providers, Local Authorities and their partners to achieve their aims in respect to delivering ECO funded energy efficiency projects. Phil joined E.ON in 2011 adding to his 35 year career in successful energy project delivery for both British Gas and Stoke-on-Trent City Council. Phil is currently the Chair of the North Staffordshire Chamber of Commerce and Industry – Energy and Environment Group, which reports to the Stoke on Trent and Staffordshire Local Enterprise Partnership on a wide range of pertinent energy matters.

Steve Lauri - Business Development and Account Manager (ECO CERO/CSCO), E.ON UK

Steve Lauri Dip DEA, has over 30 years of experience within the energy industry, commencing as a time served gas technician, senior director roles in the manufacturing of heating and renewable energy products sector, setting up and running installation contract businesses to managing key accounts and delivering micro generation products and energy saving measures under ECO obligation for the North West and South West for E.ON.

This workshop will explore emerging themes and aspects of the Government's forthcoming Fuel Poverty Strategy consultation, encouraging local authorities to share ideas and experiences that will either help or hinder delivery of the strategy at a local level. It is also a chance to present a clear "ask" of Government, industry and others, so that local authorities are in the strongest position possible to play their part in meeting any new fuel poverty targets.
