4. HECA / DEFRA Consulation

During this year the UK HECA Fora has developed a research project on how HECA is monitored and reported,
at the same time DEFRA have also been reviewing this process. The workshop will look at the progress of these
reviews and consult with delegates as to how further progress can be made so as DEFRA
can issue new guidelines during 2005. The plenary session that launched the best practice guidelines for
HECA reporting will form the basis of this workshop and feedback will be encouraged from delegates as to its
content.

Tyrone has worked for DEFRA (originally MAFF) since 1990. He has worked on delivery of the Common Agricultural
Policy at a regional level and the design of computer systems for animal identification and tracking as part of DEFRA’s
Information Technology Directorate. He moved to the Sustainable Energy Policy Division in December 2002 and heads the
team which has responsibility for public sector issues within the division.
